As a key element of its dissemination and FLOSS CC activities, but also as a key part of its mission to foster economic growth thanks to the use of open source, Qualipso has developed and leveraged the premier worldwide summit on open source: The Open Word Forum. Co-founded by Qualipso in 2008, this yearly forum now brings together decisions-makers from across the world to discuss the technological, financial and social impact of open technologies, and to cross-fertilize initiatives in these areas.
Technologies – Economic Models – Governance... Year after year the Free/Open Source movement is establishing itself as the invisible engine driving the digital revolution, and the hidden backbone of key digital players like Google, Amazon and Wikipedia, as well as the catalyst for numerous emerging trends including Cloud computing, the Internet of Things, green technologies, new organizational models, new-generation NGOs, open democracy… Following the success of the first two editions in 2008 and 2009, the 3d Open World Forum has once again been staged in Paris on 30 September and 1 October 2010, bringing together 1,400 experts and decision-makers from 40 countries.
As a meeting place for exchanging ideas, hosting over 40 seminars and 190 speakers from 40 countries, 1,400 delegates, and many associated events and business meetings, the Open World Forum 2010 has definitively established itself as the worldwide ‘Davos’ of open technologies. It provides a unique opportunity to find out more about the latest trends and innovations in the area of open technologies. It also enables senior corporate executives, politicians, technology experts and investors from six continents to discuss and exchange ideas, in partnership with most of the largest Open Source communities (Apache, Eclipse OW2, Linux Foundation...). Last but not least, it is also a fantastic place to promote Qualipso and its results, and to develop the Network of FLOSS Competence Centers.

With 15 keynote addresses, 20 workshops and 8 think-tanks, featuring 190 presenters from 40 countries, the Open World Forum has include eight flagship sessions to analyse future trends of Open Source and cross-fertilize initiatives:

Numerous workshops and seminars have also enabled delegates to evaluate emerging trends in the open world: the development of open media; the advent of new-generation NGOs based on collaborative strategies (Sahana, CrisisCommons…); the revolution in community marketing; new forms of business organization inspired by Open Source; etc. Innovative events being staged this year for the first time also included a summit meeting addressing the points of view of leading industry analysts on the Open Source world (Forrester, 451 Group, PAC) and another on diversity and women in the Free/Open Source world. Finally, the Open Source Think-tank, dedicated to analyzing Open Source economic models, has once again partnered the Open World Forum.
A GLOBAL MEETING POINT FOR OPEN INNOVATION... AND THE PROMOTION OF QUALIPSO RESULTS
Above and beyond the forward-looking analysis and networking, the event aimed to foster the development of multiple, cross-cutting initiatives, during or following the Forum. The Open World Forum 2010 has therefore been hosting numerous initiatives (Open CIO Summit, the first summit organized by CIOs for CIOs enabling best practice in Open Source governance for user enterprises to be identified ; Open Innovation Summit, giving a platform to 20 international start-up companies and presenting innovation awards to five of them ; Communities Summit, ensuring closer synergy and relationships between the main Open Source communities, etc) including 4 initiatives specifically led by Qualipso members :
The second FLOSS Competence Centers Summit, bringing together decision-makers from the major Floss Competence Centers Worlwide .
Co-ordinated by the QualiPSo consortium and the FLOSS Competence Centers Network, this summit brought together the directors of numerous international centers for the promotion and development of Open Source (from Brazil, China, France, Germany, India, Japan, Poland, South Africa, Spain, Sweden, the USA...), in synergy with the Open BRIC Summit. Its goal : create synergies between the visionary communities in industry and public sector bodies that have developed dedicated structures to support FLOSS, disseminate knowledge and help enterprises and governments leverage FLOSS. While they all come from different backgrounds (Innovation clusters, academics, etc.), focus (e-gov, manufacturing, education, etc.) and business models (public or private funding), all of these organizations have common issues: how to support the adoption of FLOSS most efficiently, where to best position in the FLOSS ecosystem (in complement to, and synergy with FLOSS communities, software vendors, integrators and users), how to set up sustainable funding models... The event helped share experience, define best practice, and develop synergies. It also helped to disseminate Qualipso results in various FLOSS Competence Centers worldwide.

The first BRIC Think-tank, bringing together decision-makers from the Brazilian, Russian, Indian and Chinese governments to discuss ways of accelerating their digital development using open technologies
The BRIC thesis holds that four countries—Brasil, Russia, India, and China—are set to surpass the GDP of the G7 in 2035 and could become the four most dominant economies in 2050. Not only do these four countries represent 25% of the world's land coverage, 40% of the world's population, and boast a combined $15T USD GDP, but they are also among the largest and fastest-growing emerging markets. Today, leaders of the BRIC countries recognize the strategic value of IT in a 21st century economy, and have each initiated ambitious IT agendas on a national basis. But are the plans ambitious enough? Just as the BRIC countries are rewriting the world economic order, Free / Open Source Software is reordering the IT industry. The goal of the BRIC Summit Think Tank at the Open World Forum was to convene national-level IT policy-makers as well as Free / Open Source leaders and Competence Centres from around the world to discuss and define the requisite set of common IT competencies necessary to support—and benefit from—the enormous changes anticipated by the BRIC Thesis.
Organized in synergie ith the FLOSS CC Summit by Jean-Pierre Laisne, Qualipo Competence Centers Activity Leader at Qualipso, with the support of Michael Tiemann, President, Open Source Initiative, VP Red Hat (USA), the Think Tank has gathered together VIP representatives from Brazil (Mrs Nazare Bretas, IT director SLTI, Ministry of Planning), South Africa (Mrs Nthabiseng Mosupye, Open Source Software Standing Committee of the Government IT Officers Council, CIO of the Department of Public Works), China (Prof. Hongbo Xu, O-Engine), India (Prof. Rahul De, Indian Institute of Management, Bangalore), Tunisia (Mrs Siryne Tlilli, Chief of OSS Unit - Ministry of Communication Technologies), as well as FLOSS Community leaders from many other countries including Pakistan, Iran and South Arabia and others. This summit enabled participants to debate experiences on public policies relating to Free Libre and Open Source Software. It also enabled to create a first network of collaboration that will lead to the organization of a broader OPEN BRIC SUMMIT at the Open World Forum.2011.
The first Open Forges Summit, bringing together decision-makers from the major open digital software forges.
Software forges are the cornerstone of Open Source software developments. How do you foster the development of and interoperability between forges, to avoid data lock-in? The first ever Open Forges Summit gathered together worldwide leaders from the forges community to debate the issues at OWF'10. The objective was to encourage discussion between Open Source forges communities – based on the state-of-the-art in software forges – about the current technological problems when using a forge in a number of contexts including purely Open Source projects or industrial situations. One of the main subjects discussed was the interoperability between forges, in order to solve the problem of data-lock-in.
The event was organized by Christian Remy (Qualipso A7), with the moderation by Jeffrey Bates, VP, SourceForge. It included a presentation of the Qualipso factory as a new generation forge, and participation from architects and leaders of numerous forges : CloudBees, NovaForge, BerliOS, FusionForge, Codendi, Codeplex, Coclico, OSLC, among others.
A unique conference gathering worldwide leaders in Open Source Governance, to discuss and promote best practices in FLOSS management
The aim of this conference, co-organized by Qualipso, was to exchange and discuss best practices in the governance of open source, i.e. to discuss how organizations can manage their use of open source. This conference brought together experts and decision makers to discuss the state of the art of open source governance, analyze challenges that organizations face with the governance of open source and to identify ways for improving governance processes.
This 1 day conference within OWF'10 was co-organized by the open source governance community FOSSBazaar and the QualiPSo Consortium. 2020 FLOSS ROADMAP
Last but not least, a new edition of the 2020 FLOSS Roadmap has been published at the Open World Forum. Founded by Jean-Pierre Laisne, the 2020 FLOSS Roadmp is a prospective Roadmap, and a projection of the influences that will affect Free Libre and Open Source Software (FLOSS) between now and 2020. It also highlights all sectors that will, potentially, be impacted by FLOSS, from the economy to the Information Society. The first roadmap has been launched at the first Open World Forum, in 2008. A SUSTAINABLE HUB TO PROMOTE AND LEVERAGE QUALIPSO RESULTS
With 1400 participants including decision makers from the largest communities and enterprises worldwide, the Open World Forum 2010 has unanimously bee considered as a strong success, by all participants and media, creating a large press coverage that will be published in Q1 2011 on the Open World Forum web site.
More than 80 Videos, including all Keynotes speech, are now available on the YouTube section of the Open World Forum.
A 4th edition of the Open World Forum is now being prepared, to take place end 2011 in Paris.
By creating and co-organizing this event in a collaborative way, Qualipso has succeeded in 3 years in creating what is recognized today as the premier Open Source event for decision makers in Europe and beyond. It has not only created strong awareness and disseminated its results. It has developed a now-self suffiscient and sustainable event that will help leverage grow Open Source, qualipso results, and notably its FLOSS Competence Centers Summit, in the years to come.
